Goal 2: Good governance – modern forms of governance

This sub-goal will be solved by a team of experts on the role of civic society and forms of political participation, on international political relations, transnational organizations and European politics and also on regionalism and EU, what will ensure multidimensionality of the research in this field as well as its specific focus on general and particular problems of the theme. The issue of good governances is about searching for optimal mode of governance that is efficient and in long term leads to economic prosperity and social balance that is crucial for keeping trust and legitimacy in government. The key feature of modern governance seems to be chiefly the integration of a private and individual sector, the participation of which on commanding and administration guarantees legitimacy and competency of commanding. The very new forms of political participation of civic society create, from the standpoint of politics, the fundamental scope of good and legitimate governance on all its levels. The legitimacy and trust are of the same importance on global and supranational level (the legitimacy of international organizations, the reform of the UN, the role of non-governmental sector, responsibility of transnational corporations, confidence in economic institutions and regimes) as on regional level (deficiency in democracy of the regional integration, support of liberalization of economic activity on integration level, coordination of national and supranational policies) and on national level (legitimacy to govern and the participation of domestic civic society within a state).

In term of international position of the Czech Republic so called European governance appears to be crucial thus effective and legitimate activity of the EU that means a sufficiently strong tool of reaction of member states and integration to challenges of globalisations and the EU enlargement. The right and legitimate managing of European affairs is key not only from outer view (keeping the position of the EU in global economy and its emancipation in global politics), but also from inner view i.e. from the view of effective functioning and civil support. In light of plebiscites on the fate of an attempt at institutional reform of EU in France and the Netherlands implies low public support that arises in a great part from the imperfections of European governance at the time of searching for a really unifying motive of current European integration. The first attempt to reflect those challenges was the White Book European Commission on good governance in the enlarged EU that however did not come into the foreground of the interest of the politicians of EU member states. Indirect contributions in this line were economic studies of independent grand old men who made for EU diagnostic studies and indicated therapies that can contributed to good governance in EU (Wim KOK, Sapir, Amato etc.) Their evaluation and complementation into current contexts, including the evaluation of new studies, will make the significant part of this and other sections of this research plan. Further watching the destiny of the institutional reform of EU will be needed. As a challenge for the stage and improvement of governance of the enlarging EU becomes a question of integration of the new states to decision-making process of the enlarged EU and their potential influences on the decision-making about the reality and future of EU, which was in pre-access stage considered as one of the main motives to their participation in European integration process.

The goal of this sub-block is, relating to further sub-goals and to general goal of the research plan, to describe and gain insight into the elements and determinants of good governance on the level of global governance that tackles with inefficiency and weakening fighting power to solving global economic and security problems. With this problem it is closely connected the aspiration of EU, as the most advanced regional integration, to the important position in global political and security relations. The more important is then the legitimacy and efficiency of governance itself within EU. The very European governance has recently dealt (influenced by inner and outer changes) with the problems and imperfections of the present system of governance and participation of civic society that make them strange to citizens in all-European scale. The particular recommendations and deep analysis of aspects of European governance from a position of a new EU member state which is only looking for its own position within EU, has high level of relevancy and therefore it will create the focal point of the analysis on the regional level. Anyway the most important will be the recommendations and reproaches heading to the domestic area. Good governance of post transformation Czech society on its way to developed Europe is a crucial factor of inner stability and legitimacy of decision-making inside CR that is necessary for its full-featured, flourishing and sustainable participation in solving inside, European and global matters at these turbulent times.
