Partial aims of the research plan

VIn respect to the subject and goals of the research plan, the research team aims to examine precisely defined partial ranges of issues, which are constructed interdisciplinary to enable the combination of various research attitudes and simultaneously to give precise and undistorted picture of the governance changes on all its levels. Additionally, this should help to identify their critical moments, which enable to define absolutely concrete recommendations for various levels of governance in the Czech Republic as well as in the EU. These features are perquisite for overall fulfilment of the research plan goals as well as its brooder aspirations.

The key question of the governance changes research in the context of dynamic development of global economy is the identification of suitable methods, which lead to just and correct understanding of globalisation challenges and their utilization on all levels of governance. Regarding the economic core and sources of globalisation, it is necessary to seek an appropriate reaction on it namely at the economic level, e.g. at the level of economic governance.

Traditional understanding of economic governing, however suggests exploring of concrete tools of economic policy of national states as well as its coordination on the regional and global level. Significant part of current governance changes is however a fact, that the economic policy of individual states or their groupings is not a strong enough tool for administration of globalisation challenges any more. Effective reaction of national state is namely given by the factors at the private sector and civic society level, regional and supranational rules, their effectiveness and enforceability or relevancy etc. Just here, in the cooperation and coordination of all levels of governance (if made correctly) lies the key feature of just and timely reaction to current changes of world economy. Features of “correct” combination of individual levels of governance are examined by the concept of good governance, which is a factor of modern governance – leading to effective reaction of the policies on global, regional, national as well as individual (enterprises, people) level.
Success of good governance however depends also on the fulfilment of given presumptions, which critically influence the activity of both political and economical institutions and their ability to act effectively in the field they were given. E.g. the democratic deficit, low civic trust in politics, corruption, over regulated economy or low social responsibility of enterprises are the failures of present society, which exclude the application of good governance. Sustainable development, transparency and ethics become thus a perquisite of governance ability to ensure sustainable economic and social development of human society.

Moreover, the determination of national and regional processes by the balanced development must be taken into account. They have serious implications for economic development, civic support to crucial structural reforms, power of international organisations, global security etc.

As a result of all these tendencies and processes in the world economy – if the crucial perquisites are fulfilled – new qualitatively different world order can come forth, which would be (as opposed to present state) able to react effectively and adequately to the global challenges. An order, which suggests the reform of global governance as well as solving the unprecedented number of regional integration agreements of the New Regionalism and their effects on economy and security, must be based upon all levels of governance. Similarly as all above defined issues, the new order offers an opportunity to apply the new findings to all levels of governance.
